Achievements/Publications: Professor Mulroy has published articles in the Harvard Civil Rights-Civil Liberties L. Rev., North Carolina L. Rev., Univ. of Kentucky L. Rev., George Mason L. Rev., and other journals on voting rights and separation of powers issues.
