Bio:
Dr. Clay, Associate Professor, received her Ph.D. from Virginia Polytechnic Institute.
Dr. Clay has been on the faculty of the Graduate Program in Public Administration
since 1990, where she has served as Department Chairman and MHA Program Coordinator.
Dr. Clay worked for the Veterans Administration Central Office in Washington, D.C.
for 13 years. Her recent publications are in the areas of organizational effectiveness
and performance management. Dr. Clay teaches courses that range from public administration
theory to finance and budgeting. She has served as a consultant to the City of Memphis
Budget Office and currently serves on various public health-related advisory boards.
