Legislation Allowing Permitted Handguns on Campus Update
Dear Campus Community:
As I indicated in a message earlier this month, effective July 1, 2016, full-time employees of the University of Memphis who possess a valid Tennessee handgun carry permit will be allowed to carry handguns on our campuses. We have received a final copy of the law (Public Chapter No. 1061) and are in the process of studying the law's requirements, as well as discussing its application here at the university. While our review is not yet complete, the following section addresses some of the questions and concerns that have come to our attention.
- Prior to July 1, 2016, the UofM will develop and disseminate policies and procedures establishing rules for possessing and carrying firearms on UofM campus(es) that will include the requirements for the notification-registration process.
- Beginning July 1, 2016, full-time UofM employees who elect to carry a handgun pursuant to the law must provide written notification to UofM Police Services before carrying a handgun on campus. The information provided to Police Services will remain confidential.
- Handguns must be concealed at all times. They cannot be visible to ordinary observation.
- Handguns will still be prohibited in stadiums, gymnasiums and auditoriums during school-sponsored events; in meetings involving disciplinary matters or tenure issues; in offices where the primary services are medical or mental health services; and at K-12 schools (e.g., Campus School) and childcare centers.
