Shelby Slater Is Named Emergency Preparedness Coordinator

The University of Memphis has hired Shelby L. Slater as its first emergency preparedness
coordinator. Slater will develop, assess, and maintain the University’s Crisis Management
Plan, facilitate integration of the Incident Command System into emergency-planning
activities, evaluate emergency communication needs, and plan and conduct emergency
management exercises.
“We’ve done a great deal across the University in crisis management planning over
the past several years,” said Teresa Hartnett, director of administration and business
analysis. “With the addition of Mr. Slater’s expertise, we will be able to advance
even further in integrating our plans across many functions, educating our faculty,
staff, and students about how to respond in a crisis through exercises and tabletops,
and incorporating our other sites, including the downtown law school, into our plans.”
Before joining the U of M, Slater was CBRNE/emergency management coordinator for Halfaker
and Associates of Washington, D.C. Slater also served as director of homeland security
and emergency management for the city of Detroit for three years. He developed his
leadership skills in security and emergency management during his 23-year career with
the Michigan State Police, where he served in several positions, including emergency
management district coordinator for southeast Michigan.
Slater earned bachelor’s and master’s degrees from Eastern Michigan University. He
is also a graduate of the FBI National Academy and the United States Secret Service
Dignitary Protection and Threat Assessment Programs.
