Statement of Rationale for Judgment of Compliance:

Bylaws [1] of the Tennessee Board of Regents (TBR), published in the TBR Policies and Guidelines Manual and available online, give degree-granting authority to the University of Memphis. The Tennessee Board of Regents was created by the Tennessee Legislature [2] to “establish, govern, manage, and control the State University and Community College System of Tennessee,” [3] of which the University of Memphis is a designated member (listed under "Universities” in [4]).
