Statement of Rationale for Judgment of Compliance:
According to Tennessee Board of Regents (TBR) Policy, the president of the University of Memphis serves as the executive head of the institution, exercises supervision to promote efficient operation and management of the institution, and executes directives of the TBR. [1] The president is the official liaison between the faculty and students of the university and the executive director of the Tennessee Higher Education Commission (THEC), [2] TBR, and the state legislature. The provost, vice presidents for advancement, business and finance, information technology, and student affairs, and the athletic director (see organization charts [3]) are empowered by delegation from the president to further organize the various colleges, schools, departments, and offices within their areas of responsibility. Any changes in organizational structure are reported to the TBR during the annual budget submission [4] and are approved prior to implementation. [5] University policy clearly delineates responsibility for administration of policies and the mechanism for initiating changes to policy. [6]
