Dr. Richard D. Evans is Director of Forecasting for the Bureau and the Center, making forecasts for City of Memphis tax revenue, as well as for the State of Tennessee and other organizations. He also serves as Co-Director of the Center for Real Estate Research along with Dr. Gnuschke.
Dr. Evans earned his Ph.D. in Economics from the University of Missouri-Columbia. As a full Professor at the University of Memphis, he teaches real estate and economics, regularly teaching real estate appraisal, real estate investment, real estate finance, organizational economics, and economic forecasting. He has previously served the University as Director of the Center for Economic Education and Chair of the Economics Department.
