New NSF Requirement: Annual Certification on Foreign Talent Programs

All PIs and Co-PIs must certify they are not affiliated with Malign Foreign Talent Recruitment Programs (MFTRPs)

 

Beginning June 7, 2025, in accordance with the NSF Proposal and Award Policies and Procedures Guide (PAPPG), all Principal Investigators (PIs) and co-Principal Investigators (co-PIs) named on NSF awards made on or after May 20, 2024, must annually certify in Research.gov that they are not a participant in a Malign Foreign Talent Recruitment Program (MFTRP).

Important: Individuals currently affiliated with an MFTRP are ineligible to serve as senior/key personnel on any NSF proposal or award issued on or after May 20, 2024.

 What You Need to Know:

  • Who must certify: This requirement applies only to PIs and co-PIs, not to organizations.
  • Where to certify: Impacted individuals will be prompted to complete the MFTRP certification after logging in to Research.gov (use the “Sign In” link at the top of the page).
  • Frequency: If you have multiple active NSF awards made on or after May 20, 2024, only one certification is required annually.
  • Where to view certification: After submitting, you can find your response under the Academic/Professional Information section of your profile in Research.gov.
  • Future changes: NSF plans to expand this annual certification requirement to include all senior/key personnel at a later date.
  • Resources: A list of Frequently Asked Questions and MFTRP contract examples will soon be available on the Office of the Chief of Research Security Strategy and Policy website.
