Jacqueline C. Wiltshire, PhD, MPH, is a health services researcher and public health educator whose scholarship examines health care affordability, patient–provider relationships, and structural barriers affecting vulnerable and aging populations. Her research has been supported by the Robert Wood Johnson Foundation and the National Institutes of Health. Her scholarship contributes to research on health equity and health system access and has appeared in leading journals, including the American Journal of Public Health and Medical Care, as well as the Journal of Applied Gerontology.

Dr. Wiltshire teaches courses in health policy, healthcare management, research methods, and leadership in health management, emphasizing active and experiential learning through case-based discussion and applied policy analysis that connect theory with real-world health system challenges. Her teaching equips students with the analytical and leadership skills required to navigate complex healthcare systems.

She earned her PhD in Health Services Administration and MPH in Epidemiology from the University of Alabama at Birmingham and completed postdoctoral training in women’s health and aging at the University of Wisconsin School of Medicine and Public Health, where she also received training in clinical and translational research. She is active in national professional service through the Association of University Programs in Health Administration (AUPHA) and the National Association of Health Services Executives (NAHSE) and contributes to the scholarly peer-review process that advances research in public health and health services.
