Proposed Federal Grant Policy Changes Open for Public Comment
OMB revisions to the Uniform Guidance could affect grant administration, allowable costs, and proposal review beginning October 1, 2026.
The Office of Management and Budget (OMB) has released proposed revisions to the Uniform Guidance (2 C.F.R. Part 200) that would impact the administration of federally funded research grants. The proposal includes changes to allowable grant costs, conference and publication expenses, proposal review criteria, and other award management requirements, while leaving the current indirect cost (F&A) rate negotiation process unchanged. The proposed rule is open for public comment through July 13, 2026, with implementation anticipated on October 1, 2026. Researchers are encouraged to review the proposed changes and consider providing feedback during the public comment period.
