C-TIER Awarded Federal Grant to Enhance Tennessee Traffic Safety Data Systems

New project will improve crash data quality and leverage AI to strengthen statewide roadway safety efforts


The Center for Transportation Innovation, Education, and Research (C-TIER) at the University of Memphis has been awarded a four-year research grant for the project, “Enhancing Tennessee Integrated Traffic Analysis Network (E-TITAN): Data Quality and Analytical Utility.” Funded by the National Highway Traffic Safety Administration through the Tennessee Department of Safety and Homeland Security, the project is led by Dr. Sabya Mishra, Director of C-TIER.

The initiative focuses on improving the Tennessee Integrated Traffic Analysis Network (TITAN), the state’s primary crash data system used by law enforcement and transportation agencies. While TITAN serves as a critical resource, challenges such as inconsistent data entries, missing information, and location inaccuracies can limit its effectiveness for analysis and decision-making.

To address these issues, the research team will develop innovative tools and methodologies to enhance data quality and usability. The project will also explore the application of artificial intelligence to support automated data validation and reporting. Work will be conducted in phases, beginning with an assessment of current data challenges and stakeholder needs, followed by the development, testing, and refinement of solutions based on user feedback.

By improving how crash data is collected, validated, and analyzed, the project aims to provide more accurate insights into roadway safety, enabling agencies to better identify risks and implement targeted interventions. The tools and approaches developed are also expected to have broader applicability beyond Tennessee, offering potential benefits to other states.

C-TIER continues to advance its mission of delivering practical, data-driven solutions that enhance transportation safety, mobility, and system performance.
