Navigating Federal Research Funding Changes

Supporting faculty through evolving federal research policies: What UofM faculty need to know

With the new White House administration in place, recent executive orders are set to shape the future of federal research funding. While an initial freeze on funding—outlined in a Jan. 27 memo from the Office of Management and Budget (OMB)—has been rescinded, ongoing policy shifts may impact grant priorities and procedures.

The University of Memphis remains committed to supporting faculty researchers through these transitions. Federal grant applications remain open, and faculty are encouraged to continue pursuing funding opportunities. If your research aligns with key focus areas such as Diversity, Equity, Inclusion, and Accessibility (DEIA), climate change, or other topics addressed in executive orders, we recommend reviewing your awards and subawards. The Division of Research & Innovation is available to assist in navigating these changes—please contact researchdev@memphis.edu for guidance.

To help faculty stay informed and prepared, the Division of Research & Innovation is hosting two key events:

  • Research Development Town Hall (Feb. 7, 11:30 AM-1 PM, FedEx Institute of Technology Fishbowl, 203/205 – Hybrid)
A forum for faculty to discuss funding strategies considering recent executive orders.
  • Office of Post-Award Management (OPAM) Open House (Feb. 12, 1-2:30 PM, FedEx Institute of Technology Fishbowl, 203/205)
An opportunity to review financial standing, discuss compliance, and address potential agency requests regarding existing grants.

The University is actively working with federal agencies, higher education partners, and policymakers to understand the full implications of these changes. Faculty should continue their research activities unless directly instructed otherwise by their funding agencies.

For any concerns or questions, please reach out to Dr. Jasbir Dhaliwal, EVP for Research & Innovation, at jdhaliwl@memphis.edu. We will continue to provide updates as more information becomes available.
