Isakson and Roe Act of 2020

The Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020 includes 32 provisions. Full information about the Act is included on the Department of Veterans Affairs (VA) website. VA's Monthly Enrollment Verification Communication Toolkit also provides useful information.

Please pay particular attention to Section 1010: Verification of enrollment to receive Post-9/11 Educational Assistance benefits  - Creates a dual certification for the receipt of Post-9/11 GI Bill® benefits. The school will certify the student’s enrollment after the add-drop date, and then each month thereafter, the student would be required to electronically verify with VA their continued enrollment in that school. If a student fails to certify for two consecutive months, VA will withhold monthly housing allowance payments until the student certifies. Effective: August 1, 2021

VA is encouraging students to sign up for text message verification. This will provide students a simple and convenient verification option and ensure they receive MHA and/or kicker payments uninterrupted.

After December 17, 2021, all impacted students with a US mobile phone number on file will receive an opt-in text as their next enrollment period approaches. Note: Students who do not have a US mobile phone number on file with VA will not be able to use text verification. They will be automatically enrolled into email verification.
